Present: Town Supervisor Samantha Wickham, Councilmembers Alan Reynolds, Eric Fronckowiak, Innes Kasanof, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield, Budget Officer Paul Tamaccio, Graydon Dutcher: Del Co. SWCD, Zach Diehl: NYCDEP, Joe Bacci: CWC, Aaron Bennett: NYCDEP. Absent: Councilwoman Judy DiBenedetto.

Call to order at 6:00 pm with the Pledge of Allegiance.

Approval of the minutes of the August 18, 2025, meeting: Motion to approve by Councilwoman Innes Kasanof, 2nd by Councilman Eric Fronckowiak, Councilman Alan Reynolds: aye, Supervisor Samantha Wickham: aye.

Highway Superintendent’s Report: (A) Greene County will be here to stone and oil all of County Route 1 and some of County Route 3. (B) Highway Superintendent Bouton explained a voucher for Noble Gas from 2 years ago, it seems Noble Gas had an employee leave and for some reason the bill was overlooked and never sent out until recently. (C) The Highway Department has been working on the sander to have it ready for winter weather.

Voucher vote: General Abstract #G0925 – vouchers 128 – 134 = $2,546.72. Highway Abstract #H0925 – vouchers 135 – 142 = $11,514.35. Motion to pay bills by Councilman Alan Reynolds, 2nd by Councilman Eric Fronckowiak: aye, Councilwoman Innes Kasanof: aye, Town Supervisor Samantha Wickham: aye.

Budget Officer’s Report: (A) Budget Officer Paul Tamaccio presented the monthly finance report. (B) The Town received it’s first CHIPS reimbursement in the amount of 97,000.00. (C) Tentative Budget 2026: Includes the following salaries: Board Members: $1,100.00, Town Clerk: $6,000.00, Tax Collector: $3,500.00, Town Supervisor: $5,000.00, Highway Superintendent: $70,000.00. This budget takes into consideration a 10% salary increase, COLA adjustment and increased insurance costs.

Clerk’s Report: Building Permits/3: 1 @ 110.00, 1 @ 125.00, 1@ 50.00, BP Renewal: 1 @ 100.00, Transfer Station/Garbage: July: 604.00. The Town collected and disbursed 989.00 for the month of August.

Positive Flood Mitigation: The Town of Halcott received positive news that 3 million in funding will be allocated for the relocation and building of a new town highway garage and stream hazard reduction, with various agencies such as the CWC, DEC, NYCDEP, and DCSWCD working together to get this project done. A resolution supporting this decision will be drafted for the board to vote on.

Other Business: Town Clerk Pattie Warfield received an email inquiring as to why the Grange flagwas flying at half-mast.Town Clerk Warfield spoke to Flag Steward Chris DiBenedetto, He explained that he receives official notice when a municipality is to fly the flag at half-mast. All board members agreed they supported Chris DiBenedetto and had total confidence in his performance of the duties of flag steward.
