Regular Town Board Meeting Minutes Halcott Grange
February 22, 2021, 6:00 pm

Present: Town Supervisor Alan White, Council Member Alan Reynolds, Innes Kasanof, Judy DiBenedetto, Deputy Bookkeeper Sheri Reynolds, Town Clerk, Patricia Warfield. Absent: Highway Superintendent Russell Bouton, Councilwoman Yukari Day.

Call to Order at 6:00 p.m.
Approval of the minutes of the meeting: 
Vote to be taken at the next regular town board meeting.

Highway Superintendent’s Report: (A) The Town has a bid out for a chipper. (B) There were two breakdowns that were taken care of by the Highway Department. (C) Currently there are funds available to municipalities through Delaware County Soil and Water. Halcott has two highway projects they would like to submit for consideration. Having the completed LFA to work with is proving to be extremely helpful in creating the project workups.

Voucher vote: General Abstract #G0221 – vouchers 20-28 = $2,698.95. Highway Abstract #H0221 – vouchers 29-36 = $5,425.02. Supervisor White will get a motion to pay bills at the next town board meeting.

Finance Chair Report: Finance Chair Innes Kasanof presented the monthly report. (A) The AUD report is finished and has been submitted to the State. (B) There will be $20,773.00 going into the General Reserve Fund and $44,083.00 going into the Highway Reserve Fund with $10,000.00 from the General Reserve Fund being used to open a Fire Protection Reserve Fund for Halcott.

Clerk’s Report: Building Permits: 1 @ $1,290.00, 1 @ $140.00, 1 @ $200.00, Certificate of Occupancy Search: $25.00, Transfer Station: $489.00. The Town collected and disbursed $2,144.00 for the month of January.

Other Business: (A) Cary Wagner, attorney for the Town of Halcott is retiring in March, Supervisor White will spearhead the search for someone willing to replace him.

January 25, 6:00 pm

Present by Conference Call: Town Supervisor Alan White, Council Members Yukari Day, Alan Reynolds, Innes Kasanof, Judy DiBenedetto, Deputy Bookkeeper Sheri Reynolds, Highway Superintendent Russell Bouton, Town Clerk, Patricia Warfield.

Call to Order at 6:00 pm.

Approval of the minutes of the December 21, 2020 meeting: Motion to approve by Councilwoman Judy DiBenedetto, 2nd by Councilwoman Innes Kasanof, Councilwoman Yukari Day: aye, Councilman Alan Reynolds: aye, Supervisor Alan White: aye.

Highway Superintendent’s Report: (A) The Highway Department is actively looking to purchase a wood chipper this year. (B) The Highway Department has been working on flood damage repairs from the December storm. (C) The mess at the Town Transfer Station has been cleaned up. The recycle container was switched out and is now set up outside of the highway garage overhang.

Voucher vote: General Abstract #G0121 – vouchers 01-11, 18,19 = $10,461.36. Highway Abstract #H0121– vouchers 12-17 = $3,770.35. Motion to pay bills by Councilwoman Yukari Day, 2nd by Councilwoman Judy DiBenedetto, Councilman Alan White: aye, Councilwoman Innes Kasanof: aye, Supervisor Alan White: aye.

Finance Chair Report: (A) Finance Chair Innes Kasanof presented the monthly finance report. (B) Finance Chair Innes Kasanof and Deputy Bookkeeper Sheri Reynolds are currently working on the Town A.U.D. for the State.

Clerk’s Report: Building Permits: 1 @ $75.00, 1 @ 60.00, Dumpster Fee: $200.00 (Feb 2021 fee). The Town collected and disbursed $335.00 for the month of December.

Other Business: 2021 Fire Protection Contract: Motion to sign a one (1) year Contract for Fire Protection with the Village of Fleischmanns by Councilman Alan Reynolds, 2nd by Councilwoman Innes Kasanof, Councilwoman Yukari Day: aye, Councilwoman Judy DiBenedetto: aye, Supervisor Alan White: aye.

Next Meeting: The Regular Town Board Meeting, February 22, 2021, 6:00 pm will be held remotely.
