Regular Town Board Meeting Minutes Halcott Grange
February 25, 2019, 7:15 pm
Present: Town Supervisor Alan White, Council Members Yukari Day, Alan Reynolds, Innes Kasanof, Judy DiBenedetto, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield, Planning Board Secretary Nancy Reynolds, ZBA Chairman Warren Reynolds, Grange Steward Bob VanValkenburgh, Code Enforcement Officer John Mathiesen.
Call to Order at 7:15 p.m. with the Pledge of Allegiance.
Annual Reports: Code Enforcement Officer John Mathiesen presented the annual report. For 2018 there were 6 Building Permits issued, 9 Building Permit Renewals, 11 Certificate of Occupancy Searches, 4 Certificate of Occupancies issued, 6 Certificates of Compliance issued, 1 Temporary Certificate of Occupancy issued, 7 Stop Work Orders issued.
Planning Board Secretary Nancy Reynolds presented the annual report. For 2018 there were 10 projects to come before the Planning Board.
Zoning Board of Appeals Chairman Warren Reynolds presented the annual report. The ZBA met once in 2018 to discuss a zoning issue, but not hearing back from the land owner, there was no resolution to the issue.
Grange Steward Bob VanValkenburgh presented the annual report. (A) In 2018 the large door in the main meeting room upstairs at the Grange was replaced along with some window trim in the building. (B) Tentative projects for 2019 are (1) Replace the 2 outside doors downstairs at the Grange (2) Replace T111 on the front of the shed (3) Replace Highway Building walk office door. (4) Replace roofs on the Highway Building and Pump House (C )The Grange ran out of oil in spite of being on Auto-delivery. While the oil company will pay the plumber’s fee for restarting the furnace, the Board approved the purchase of a sensor for the oil tank to issue a call or e-mail when a delivery is needed. (D) Supervisor White asked if the downstairs doors could be replaced before the Halcott Fair and Grange Steward VanValkenburgh said yes.
Approval of the minutes of the January 28, 2019 meeting: Motion to approve by Councilwoman Judy DiBenedetto, 2nd by Councilwoman Yukari Day, Councilman Alan Reynold: aye, Supervisor Alan White: aye.
Highway Superintendent’s Report: (A) New tires were put on the Autocar and there are now 2 spares. (B) The proposed Position Description for the Town of Halcott Highway Position was presented to the Board for approval. Motion to approve by Councilman Alan Reynolds, 2nd by Councilwoman Judy DiBenedetto, Councilwoman Yukari Day: aye, Councilwoman Innes Kasanof: aye, Supervisor Alan White: aye.
Voucher vote: General Abstract #G0219 – vouchers 24 – 35, 41 = $40,921.48. Highway Abstract #H0219 – vouchers 36 – 40 = $3,455.23. Motion to pay bills by Councilman Alan Reynolds, 2nd by Councilwoman Yukari Day, Councilwoman Judy DiBenedetto: aye, Councilwoman Innes Kasanof: aye, Supervisor Alan White: aye.
Finance Chair Report: (A) Finance Chair Innes Kasanof presented the monthly finance report. (B)The change over to Greene County Bank Corp. is progressing. (C ) Finance Chair Kasanof has been working on completing the AUD which must be submitted by March 1st.
Clerk’s Report: The Town collected and disbursed no monies for the month of January.
Other Business: (A) The Board must decide by next month whether or not to pay $500.00 in dues to the Coalition of Watershed Towns. Supervisor White feels that the current fee is too much for a Town as small as Halcott; and as such, the Town has paid the fee every other year. While Towns are not penalized for not being members, they would not have the Coalition to represent or negotiate for them should the need arise. The Coalition of Watershed Towns dues will double next year.
