TOWN OF HALCOTT PLANNING BOARD

Meeting of May 9, 2018

Present:  Ted Johnson, Adina Johnson, Andrew Kelder, Mark Vogler, Sec. Nancy Reynolds

The May 2, 2018 meeting was rescheduled to May 9 due to the fact that there was no quorum on May 2.

Chairman Johnson opened the meeting with the pledge to the flag at 6:05PM.

Application and site sketches for tent sites (one on each property) on properties of Adina Johnson, off County Route 3, and Tim Johnson, off Steinfeld Road, were reviewed. Site visit to both locations was made by T. Johnson, A. Kelder and N. Reynolds on 4/18/2018. As there were no issues or questions the Board agreed that a public hearing could be waived. Motion to waive was made by T. Johnson, seconded by A. Kelder, unanimously approved. There are two possible locations for the Tim Johnson site; final location will be determined after meeting with the tent site company. Both locations are acceptable to the planning board. Motion to approve both applications was made by T. Johnson, seconded by A. Kelder; approved by T. Johnson,

A. Kelder and N. Reynolds. A. Johnson abstained. Sketches were signed and dated and part 2 of the EAF forms were completed.

Motion to accept the minutes of the 3/21/2018 meeting was made by A. Kelder, seconded by

T. Johnson, unanimously approved.

Planning Board Minutes, Meeting of March 21, 2018

Meeting of March 21, 2018

Present:  Ted Johnson, Andrew Kelder, Mark Vogler, Sec. Nancy Reynolds
Absent:  Adina Johnson
Public:    Brian Grocholl

Chairman Johnson opened the meeting with the pledge to the flag at 6:05PM.

The meeting originally scheduled for 3/7/2018 was rescheduled due to a snow storm.

Application and site sketch for Brian Grocholl were reviewed. Site visit to the property on Turk Hollow Road was made by T. Johnson, M. Vogler and A. Kelder on 2/24/2018. As there were no issues or questions the Board agreed that a public hearing could be waived. Motion to waive was made by M. Vogler, seconded by A. Kelder, unanimously approved. Motion to approve the application was made by T. Johnson, seconded by A. Kelder, unanimously approved. Sketch was signed and dated and part 2 of the EAF was completed.

Motion to accept the minutes of the 2/14/2018 meeting was made by A. Kelder, seconded by T. Johnson, unanimously approved.

Town Planning Board minutes, Feb 14, 2018

TOWN OF HALCOTT PLANNING BOARD
Meeting of February 14, 2018

Present:  Adina Johnson, Andrew Kelder, Mark Vogler, Sec. Nancy Reynolds
Absent:  Ted Johnson
Public:   Jennifer Bouton, Brian Grocholl, Ashton Grocholl

The February 7, 2018, meeting was rescheduled to February 14 due to a snow storm.

Vice-Chairman Adina Johnson called for the pledge to the flag at 6:00PM, then opened the Public Hearing at 6:05PM for the minor subdivision of lands of J. Bouton on Turk Hollow Road. The notices of the original and rescheduled meetings were read. One new parcel of 5.15 acres is proposed from a total of approximately 23.5 acres. There were no issues or questions. Vice Chairman Johnson closed the Public Hearing at 6:15PM. Motion to approve the subdivision was made by M. Vogler, seconded by A. Johnson, unanimously approved. Original survey and copies were signed and dated; part 2 of the EAF form was filled out and signed.

Vice Chairman Johnson opened the regular meeting at 6:20PM.

B & A Grocholl presented a preliminary survey of the property and proposed house they plan to build on the new lot that was created by the J. Bouton subdivision. They will complete required forms and apply for a site plan review after the maps have been filed and title to the property has been transferred to them.

Motion to accept the minutes of the 1/3/2018 meeting was made by A. Kelder, seconded by M. Vogler, unanimously approved. Reorganization: motion to reappoint Ted Johnson as Chairman was made by A. Johnson, seconded by A. Kelder. Motion to reappoint Adina Johnson as Vice Chairman was made by N. Reynolds, seconded by M. Vogler. Motion to reappoint N. Reynolds as Secretary was made by A. Johnson, seconded by A. Kelder.

All nominations were unanimously approved.

Planning Board Minutes of January 3, 2018

Meeting of January 3, 2018

Present:  Chairman Ted Johnson, Adina Johnson, Andrew Kelder, Mark Vogler,
Sec. Nancy Reynolds

Public:   Jennifer Bouton, Marshall Bouton, Karen Rauter, Paul Tamaccio

Chairman Johnson opened the meeting at 6:05PM with the pledge to the flag.

Application and survey for a boundary line change between Marshall Bouton and Jennifer Bouton were reviewed.
The change, located on Turk Hollow Road, will add acreage to a corner piece of the J. Bouton property which
will allow for the piece to be subdivided off. Motion to approve the change was made by Mark Vogler,
seconded by Adina Johnson, unanimously approved.

Application for the above mentioned minor subdivision was made by J. Bouton. Survey maps and paperwork were
reviewed. Public hearing date was set for February7, 2018, at 6PM.

Discussions were started concerning a Tentrr.com site on the property of P. Tamaccio on Silas Lake Road.
That action would require a special use permit, as required by the land use code.

Mr. Tamaccio will contact CEO Mathiesen with his questions and the planning board will discuss concerns with
Nan Stolzenburg. The subject will be re-visited at a future meeting.

Motion to accept the minutes of the December 6, 2017 meeting was made by A. Johnson, seconded by M. Vogler,
unanimously approved.

Dear Town Members:  Take a look at the training described in the attached flyer that Karen Rauter is trying to organize here in Halcott.  It will take place at our Grange Hall from 4 to 8PM on March 20th (snow date March 27th) and is open to all those in the area who are interested in planning.  Dinner will be served!  It would be a good opportunity to learn more about the do’s and don’t’s of zoning, the principles behind it, and how it protects a community.  Please let Karen know at krauter@rondoutneversink.org  (phone:  845-985-2581) if you are interested in coming.  And we send a special plea to those of you who think of others who might be interested, but who don’t have email access.  Bring them!
