Town Board Minutes, April 15, 2024 6:00 pm

Present: Town Supervisor Samantha Bouton, Council Member Alan Reynolds, Eric Fronckowiak, Innes Kasanof, Judy DiBenedetto, Highway Superintendent Russell Bouton, Budget Officer/Town Assessor Paul Tamaccio, Town Clerk, Patricia Warfield, Deputy Clerk Ariel Bogert, Code Enforcement Officer John Mathiesen. Public: Warren Reynolds, Sean Penchoff, Scott Moroff, Ida Piperisova.

Call to Order at 6:00 p.m. with the Pledge of Allegiance.

Approval of the minutes of the March 18, 2024, meeting: Motion to approve by Councilwoman Innes Kasanof, 2nd by Councilman Eric Fronckowiak, Councilman Alan Reynolds: aye, Councilwoman Judy DiBenedetto: aye, Supervisor Samantha Bouton: aye.

Highway Superintendent’s Report: (A) There is a wiring problem with the new Ford truck which is being worked on at the dealer it was purchased from. Unfortunately, it is not covered under the extended warranty as it is considered an accident since the problem was originally caused by a stick. The town has a $500.00 deductible. To prevent this kind of problem from happening again, a skid plate will be added to protect the wires. (B) The county is planning to start bridge work on County Route 1 after July 4 (weather permitting) as the stream cannot be disturbed until after June 15. The county sees the project taking 3-4 months to finish, the road will be closed during this time with detour signs sending traffic to Silas Lake Road as an alternate. (C) The Town will receive less money from the state for road maintenance and repairs this year, one of funding sources such as PAVE NY, POP, CHIPS, or Extreme Weather Recovery was drastically cut. While some funding has been reinstated, the total remains less than last year. (D) Councilman Alan Reynolds informed the Board that Del. Co. Soil and Water reviewed older projects and the Elk Creek slide is still in but as of right now, the Townsend Hollow Culvert is not being considered. There is a Delaware County program to help municipalities maintain a culvert inventory. While Halcott does not qualify for that program, Councilman Reynolds did reach out to Greene County Soil and Water to see if they could help us with a similar program and was told it would be looked into and someone would get back to Councilman Reynolds with an answer.

Budget Officer’s Report: Budget Officer Paul Tamaccio presented the finance report for the month of March.

Approval to Pay Bills: General Abstract #G0424 – vouchers 52 – 60 = $3,262.29. Highway Abstract #H0424 – vouchers 61 – 69 = $11,678.78. Motion to pay bills by Councilman Eric Fronckowiak, 2nd by Councilwoman Innes Kasanof, Councilman Alan Reynolds: aye, Councilwoman Judy DiBenedetto: aye, Supervisor Samantha Bouton: aye.

Clerk’s Report: Building Permit: 1 @ 300.00, Certificate of Occupancy Search: 2 @ 25.00, BP Renewal: 1 @ 77.50, Transfer Station: (March) 258.00. The Town collected and disbursed 685.50 for the month of March.

LUC Update: Supervisor Bouton will check with LUC Chair Karen Rauter about coming to the May town board meeting as all board members will be present.

Public Comment: Budget Officer/Assessor Paul Tamaccio spoke to a new Halcott resident who asked if the sign for their road could be changed from the current spelling of DiNicola Road to DeNicola Road which is the correct spelling. Highway Superintendent stated that the sign predates his hiring as highway superintendent, and he would investigate having a new sign made.
