Present: Town Supervisor Samantha Wickham, Town Board members Greg DiBenedetto, Eric Fronckowiak, Innes Kasanof, Alan Reynolds, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield, Deputy Clerk Ariel Bogert. Public: Warren Reynolds.

Call to order at 6:00 pm with the Pledge of Allegiance.

Approval of the minutes of the March 16, 2026, meeting: Motion to approve by Councilwoman Innes Kasanof with the following correction: motion to adjourn the March 16, 2026, meeting was seconded by Councilman Greg DiBenedetto not Eric Fronckowiak. 2nd by Councilman Greg DiBenedetto, Councilman Alan Reynolds: aye, Supervisor Samantha Wickham: aye. Councilman Eric Fronckowiak: abstain.

Highway Superintendent’s Report: (A) The Ford 450 pick-up truck needs to be taken to a shop to have the brakes inspected. Because regular garages may not service larger trucks, the vehicle may need to be taken to a larger truck repair shop, such as Don’s (Utter) Diesel Service and Repair. (B) The Highway Department is continuing its search for a new plow truck. The Town is considering an International model, which could cost up to $100,000.00 less than a Mack. The Highway Department hopes to make the purchase this year because emissions regulations are expected to change next year, which could increase prices by about $60,000.00. (C) No CHIPS information is available from the state because the budget has not yet been passed.” (D) Highway Superintendent Bouton is hoping for culvert repairs on Elk Creek Rd. and work needed on Townsend Hollow Rd. can be covered under Extreme Winter Recovery Funds.

Budget Officer’s Report: Supervisor Samantha Wickham presented the monthly finance report for March.

Clerk’s Report: Grange: clean fee: 1 @ 50.00, Building Permits/2: 1 @ 200.00, 1 @ 600.00, Transfer Station/Garbage: February: 242.00. The Town collected and disbursed 1,092.00 for the month of March.

Other Business: Councilman Eric Fronckowiak asked if a new mailbox had been purchased yet for town mail as he could get the exact same one that the Town currently uses from Wadler’s in Fleischmanns. Call to Order at 6:00 p.m. with the Pledge of Allegiance.

Approval of the minutes of the February 23, 2026 meeting: Supervisor Samantha Wickham pointed out that her name appeared once in the minutes as Samantha Bouton. Motion to approve the minutes with a name correction to Wickham by Councilman Greg DiBenedetto, 2nd by Councilwoman Innes Kasanof, Councilman Alan Reynolds: aye, Supervisor Samantha Wickham: aye.

Annual Reports: Town Assessor Garth Slocum presented his 2025 year-end report.

Highway Superintendent’s Report: The Town desperately needs to purchase a replacement for the Oshkosh, wheels fall off, both the transmission and clutch are failing as is the cylinder for the plow wing as well.Councilman Alan Reynolds had gotten a quote on a new Freightliner truck, the cost of which would be 325,000.000. Highway Superintendent Bouton does have a lead on a used International AWD, with a plow and equipment on it. The asking price is $18-20,000.00. Superintendent Bouton would like to look at it, while it may not be what the highway department ultimately needs, perhaps it could serve as a fill-in until a suitable truck is found. Clerk’s Report: Grange Rental (non-local): 100.00, Garbage Money/January: 266.00. The Town collected and disbursed 366.00 for the month of February.

Other Business: Greene County Deputy Director of Public Health Kerry Miller, and Greene County Community Health Worker Program Assistant Iciani D. Figueroa addressed the Board, introducing themselves and informing them of services available including immunizations, reproductive health clinic, poison intervention, and early intervention.

Superintendent to Sign a Contract for Shared Highway Services with the Greene County Highway

Department: TheGreene County Highway Department sent a copy of a Shared Services Agreement for Town Board approval and asked that a resolution be passed authorizing the Highway Superintendent to sign the Greene County Shared Services Agreement. Highway Superintendent’s Report: (A)The Highway Department faced recent equipment issues, including the Ford truck failing after deep snow found its way into the air intake and plugged the air filter during plowing, and the Oshkosh having bad wheel bearings. (B)As Superintendent Bouton nears retirement, the Board discussed how best to advertise the Highway Superintendent position.

Other Business: Supervisor Samantha Wickham and the town board reviewed the proposed ambulance contract with Margaretville Memorial Hospital, noting added provisions for a back-up ambulance during multiple calls. Town Supervisors from the Town of Middletown and Hardenburgh have been in contact with Supervisor Wickham and are reviewing their respective contracts as well.

Highway Superintendent’s Report: Superintendent Russell Bouton reported that the pop-up camper previously discussed at the August 18, 2025, Town Board meeting remains parked in the turn-around area on DiNicola Road. This ongoing situation poses a significant challenge for road maintenance. Specifically, the camper’s location makes it difficult for anyone plowing the road, as they are forced to back down instead of turning around safely. The issue has not yet been resolved and is affecting winter road operations. The end of Route 3 continues to present challenges for the Highway Department as well due to the number of parked cars belonging to hikers. (B) The Oshkosh is nearing the end of its service life; the transmission has issues, and the clutch may soon need replacement despite recent adjustments. (C) Greene County delivered materials for winter road use.

Clerk’s Report: Building Permits: 2 @ 100.00, 1 @ 200.00, 1 @ 300.00, 1 @ 350.00, Transfer Station /October: 522.00. The Town collected and disbursed 1,572.00 for the month of November.

Other Business: Bob VanValkenburgh discussed the need for an emergency route in Halcott after a recent fire on Co. Rt. 3 blocked access, as alternate roads like Silas Lake, Kaftas, and Townsend Hollow are only seasonally maintained. He noted that previous minutes designated Silas Lake Rd. into Redkill Rd. as an “emergency road” and suggested it be plowed and maintained in winter. Bob also mentioned Roxbury Highway Department’s past offer to plow from their side for Halcott, though Superintendent Russell Bouton indicated the road’s surface would make winter maintenance challenging.
