COLLECTOR’S NOTICE OF RECEIPT OF TAX ROLL & WARRANT

TAKE NOTICE, that I, the undersigned, Collector of Taxes of the Town of Halcott, Greene County, New York, have duly received the tax roll and warrant for the collection of taxes for the year 2025, and that I will receive taxes as follows:

At the Grange (upstairs) – Telephone (845) 701-1364
January only – Wednesdays – 6:00 PM to 8:00 PM and
Saturdays 10:00 AM to 12:00 PM.

All other times by appointment or by mail – closed all legal holidays. Payments made by mail must be postmarked  the last day of the month. No postdated checks will be accepted. A $30.00 charge will be added to the total bill for each returned check.

TAKE FURTHER NOTICE, that taxes may be paid on or before January 31, 2025 without charge or interest.  On taxes remaining unpaid after January 31, 2025, there shall be added one percent for February or the remainder thereof; two percent for March; three percent for April; four percent for May; five percent for June; six percent for July; and seven percent for August, at which time the return of unpaid taxes is made by the collector to the Greene County Treasurer pursuant to law.

Town Board Meeting Minutes, November 18, 2024, 6:00 pm

Present: Town Supervisor Samantha Bouton, Council Members Alan Reynolds, Eric Fronckowiak, Innes Kasanof, Judy DiBenedetto, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield. Public: Mark. Jamie, Landon Vogler, Jennifer Bouton, Brian and Ashton, Grocholl, Norika Zellner, David Grossman, Sheri Reynolds, Planning Board Member Nancy Reynolds.

Call to Order at 6:00 p.m. with the Pledge of Allegiance.

Open Public Hearing to adopt the amended Comprehensive Plan at 6:03 p.m.
Supervisor Samantha Bouton asked if anyone had any questions or comments. David Grossman questioned the wording on the number of homes to be allowed on a parcel. His interpretation of the wording was 1 or 2 dwellings would be allowed not just 1 home and a garage with an ancillary apartment. Ashton Grochol had questions about solar panel wording and had concerns with some of the wording in other areas as well. Supervisor Bouton tabled both the adoption of the Comprehensive and Land Use Code.

Approval of the minutes of the October 21, 2024, meeting: With the following correction: Garth Slocum is not the Code Enforcement Officer for the Town of Prattsville. Motion to approve the minutes as corrected by Councilwoman Judy DiBenedetto, 2nd by Councilwoman Innes Kasanof, Councilman Eric Fronckowiak: aye, Councilman Alan Reynolds: aye, Supervisor Samantha Bouton: aye.

Highway Superintendent’s Report: (A) The main beams for the bridge on Co. Rt. 1 have been set. The plan is to have the wing walls poured this week, the deck poured next week, and a 6-inch apron to be poured the first week of December. The guardrails can’t be placed now so jersey barriers will be placed temporarily until spring at which time the bridge will be paved, and the railings set. (B) The Highway Department has salt and sand at the ready in anticipation of the winter weather to come. There is a voucher for the Autocar repairs on the blade and wing supports, the plow is now ready to go.

Voucher vote: General Abstract #G1124 – vouchers 160 – 164 = $7,368.69. Highway Abstract #H1124 – vouchers 165 – 173 = $16,402.84. Motion to pay bills by Councilman Eric Fronckowiak, 2nd by Councilwoman Innes Kasanof, Councilman Alan Reynolds: aye, Councilwoman Judy DiBenedetto: aye, Supervisor Samantha Bouton: aye.

Finance Chair Report: Supervisor Bouton presented the monthly finance report.

Clerk’s ReportBuilding Permit: 1 @ 250.00, Transfer Station: Aug/Sept 1,042.00. The Town collected and disbursed 1,2092.00 for the month of October.

Other Business: (A) Budget Officer Paul Tamaccio asked if payroll could be done early so the people who are paid yearly could receive their checks on the 4th of December. If not, then the checks would be cut on December 18 . (B) The board will reach out to the Association of Towns and perhaps the County Board of Elections to gather information on how to change the Highway Superintendent from an elected position to an appointed one. (C) Councilwoman Judy DiBenedetto received information on a bench to be placed near the new flagpole. The bench would be Amish-made, and if we let him know how much we have to spend he would build it based on that amount.
