The Republican and Democratic parties of the Town of Halcott are both meeting at 7PM on July 17th after the monthly Town Board meeting, separately, as caucuses to put together slates for the town offices to be voted on in November.

In the absence of Chariman Johnson the meeting was opened with the pledge to the flag at 6:05PM by Vice-chair A. Johnson.
Application forms and sketches were presented by E. Fronckowiak for a new garage on his property located at 251 Silas Lake Road, Tax ID #142-2-25.11. Site visit was scheduled for April 8; public hearing will be held on May 3, 2023.
Application forms and sketches were presented by C. Johnson for John and Kathy Allen for a new home on their property on Mookas Road, Tax ID #157-1-34. Site visit was scheduled for April 8; public hearing will be held at 6PM on May 3, 2023.
Application forms and sketches were presented by V. Guido and A. Pasqualetti for a new home on their property on Elk Creek Road, Tax ID #158-3-16.2. Site visit will be made prior to the public hearing on May 3, 2023.

May 15, 2023, 6:00 p.m.
Present: Town Supervisor Innes Kasanof, Council members Alan Reynolds, Judy DiBenedetto, Eric Fronckowiak, Samantha Bouton, Highway Superintendent Russell Bouton, Town Clerk Pattie Warfield, Deputy Clerk Ariel Bogert, LUC Chair Karen Rauter. Public: Shawn Penchoff, Scott Moroff, Ida Piperisova, Fred and Susan Herzog, Sheri Reynolds.
Call to order at 6:00 pm with the Pledge of Allegiance.
Approval of the minutes of the April 17, 2023, meeting: Motion to approve by Councilwoman Samantha Bouton, 2nd by Councilman Eric Fronckowiak, Councilman Judy DiBenedetto: aye, Councilman Alan Reynolds: aye, Supervisor Innes Kasanof: aye.
Highway Superintendent’s Report: (A) The Town finally received notice from the State as to what monies would be received for local road repairs: CHIPS: 57,990.50 PAVE NY: 13,292.32, Extreme Weather: 11,980.48, and Pave our Potholes: 8,861.55. (B) Peckham is scheduled to be here June 28th for road work. Superintendent Bouton has finished work on Townsend Hollow Rd and hopes to submit paperwork for an early reimbursement. Silas Lake is also slated for work and Superintendent Bouton; if possible, would like to improve the water drain-off on the hill on Kaftas Rd. To that end, the highway department would try to contract with someone who has an excavator equipped with a hammer drill necessary to get through the rock which is limiting the ability to correctly ditch the road. (C) The 10- wheeler needs repair, with work to be done on the cams and lifters. Superintendent Bouton hopes the work can be done without the need to pull the head. (D) The Highway Department is still looking to hire someone, Fred Herzog volunteered to investigate a Facebook account for Halcott and Shawn Penchoff asked if Greene Co. had a work force development group like Delaware Co. and offered to look into helping us via the Del. Co. work force group. (E) Councilman Alan Reynolds informed the Board that Cindy Bouton was using her car and time to help Superintendent Bouton move town equipment as well as with office duties. Councilman Reynolds asked the Board to consider hiring Cindy as a temporary assistant. Supervisor Kasanof asked Superintendent Bouton to figure out how many hours were needed and to inquire as to a salary amount for Cindy.
Voucher Vote: General Abstract #G0523 – 64 – 72 = $1,980.25. Highway Abstract #H0523 – 73 – 82 = $85,171.15. Motion to pay bills by Councilwoman Judy DiBenedetto, 2nd by Councilman Eric Fronckowiak, Councilman Alan Reynolds: aye, Councilwoman Samantha Bouton: aye.
Budget Officer’s Report: Supervisor Innes Kasanof presented the monthly finance report. Supervisor Kasanof reported that only 65,000.00 was budgeted for CHIPS money but the Town will receive close to 92,123.00 from the State for road repairs.
Town Clerk’s Report: Grange Rental/local: 50.00, Building Permits (2) 1@ 100.00, 1 @ 200.00. The Town collected and disbursed 350.00 for the month of April.
Other Business: (A) There will be a LUC meeting with Nan, Thursday June 8th at 7 pm, this will be a ZOOM meeting. At this time the Board will have a chance to go through the changes page by page. The public can listen in as well.
(B) Executive Session: At 6:46 p.m., the Board entered executive session. Motion to leave executive session at 7:06 p.m. by Councilwoman Judy DiBenedetto, 2nd by Councilwoman Samantha Bouton, Councilman Alan Reynolds: aye, Councilman Eric Fronckowiak: aye, Supervisor Innes Kasanof: aye.
