PUBLIC HEARING NOTICE

The Town of Halcott Planning Board will hold a Public Hearing at 6PM on Wednesday, May 7, 2025 at the Town Grange,264 Route 3, Halcott Center, NY to consider the application for
a new home to be built on land owned by Eric Fronckowiak, 251 Silas Lake Road, Halcott Center, NY, Tax ID #142-2-25.11. All persons wishing to speak upon this matter shall be heard at this time. A regular meeting will follow the public hearing.

Present: Town Supervisor Samantha Bouton, Council Members Alan Reynolds, Eric
Fronckowiak, Innes Kasanof, Judy DiBenedetto, Town Clerk, Patricia Warfield, Deputy
Clerk Ariel Bogert, Town Tax Collector Robin White, Code Enforcement Officer John
Mathiesen. Absent: Highway Superintendent Russell Bouton.

Call to Order at 6:00 p.m. with the Pledge of Allegiance.

Public Hearing on Local Law 1-2025: A Local Law Expanding Residency
Requirements for the Town Highway Superintendent and Deputy Town Highway
Superintendent.
The Public Hearing was opened by Supervisor Samantha Bouton at
6:01 p.m., and with no public input, the hearing was closed at 6:03 pm.

Annual Reports: Town Tax Collector Robin White presented her 2024 annual report.
Code Enforcement Officer John Mathiesen presented his 2024 annual report.

Approval of the minutes of the January 27, 2025, meeting: Motion to approve by
Councilwoman Innes Kasanof, 2nd by Councilwoman Judy DiBenedetto, Councilman Alan Reynolds: aye, Supervisor Samantha Bouton: aye. Councilman Eric Fronckowiak: abstain, not present at the January meeting.


Highway Superintendent’s Report: Councilman Alan Reynolds updated the board for
Highway Superintendent Russell Bouton. (A) The Highway Department has been
keeping up with the winter weather. (B) The Oshkosh needed to have a bracket
fabricated because the replacement part was no longer available. Councilman Eric
Fronckowiak feels the Highway Department should make the search for a new plow
truck a priority, the insurance company instructed the Town to replace the Oshkosh as
well. (C) The new pick-up truck has been extremely useful; the sander is used quite
often for spot sanding on roads.

Voucher vote: General Abstract #G0225 – vouchers -21 – 28 = $3,332.73. Highway
Abstract #H0225 – vouchers 29 – 39 = $8,038.97. Motion to pay bills by Councilman
Eric Fronckowiak, 2nd by Councilwoman Judy DiBenedetto, Councilman Alan
Reynolds: aye, Councilwoman Innes Kasanof: aye, Supervisor Samantha Bouton:
aye.


Budget Officer’s Report: Supervisor Samantha Bouton presented the finance report for
January.

Clerk’s Report: There was no money collected and disbursed for January.

Other Business: (A) Motion to Adopt Local Law 1-2025; Motion to adopt by
Councilman Alan Reynolds, 2nd by Councilman Eric Fronckowiak, Councilwoman
Innes Kasanof: aye, Councilwoman Judy DiBenedetto: aye, Supervisor Samantha
Bouton: aye. (B)
Councilman Eric Fronckowiak was asked if the Town would be
interested in receiving a used tanker truck from the Fleishmanns Fire department as they
have purchased a new one. After board discussion, it was decided the Town would
accept the offer. (C) The Board will have a public hearing to adopt the Town
Comprehensive Plan and a public hearing to adopt the updated Land Use Code before
the next regular town board meeting in March.
