Town Board Minutes, February 26, 2024, 6:00 pm

Present: Town Supervisor Samantha Bouton, Council Members Alan Reynolds, Eric Fronckowiak, Innes Kasanof, Highway Superintendent Russell Bouton, Town Clerk Pattie Warfield, Town Tax Collector Robin White, Web Master Greg Beechler, LUC Chair Karen Rauter. Absent: Councilwoman Judy DiBenedetto.

Call to Order at 6:00 p.m. with the Pledge of Allegiance.

Approval of the minutes of the January 8, 2024, Organizational Meeting with the following correction: Councilman Alan Reynolds voted aye to appoint Sean Penchoff to the Zoning Board of Appeals. Motion to approve by Councilman Eric Fronckowiak, 2nd by Councilman Alan Reynolds, Councilwoman Innes Kasanof: aye, Supervisor Samantha Bouton: aye,

Year End Reports: Town Tax Collector Robin White presented her year-end report.
Web Master Greg Beechler presented his year-end report.

Highway Superintendent’s Report: (A) Highway Superintendent would like to change the status of the Autocar from good to fair given the amount of work it needs, such as
the rotted floor, front end problems, and trouble with the 4-wheel drive. (B) Repair work was also needed recently on the backhoe. (C) The Highway Department is having trouble with cars blocking the turnaround on Johnson Hollow and will have it cleared through Greene County to put up no parking signs which state the vehicles will be towed.

Voucher vote: General Abstract #G0224 – vouchers 15-25 = $2,619.33. Highway Abstract #H0224 – vouchers 26 – 35 = $14,724.91. Motion to pay bills by Councilman Eric Fronckowiak, 2nd by Councilwoman Innes Kasanof, Councilman Alan Reynolds: aye, Supervisor Samantha Bouton: aye.

Budget Officer’s Report: (A) Supervisor Samantha Bouton presented the monthly finance report. (B) The Town received its liability insurance renewal package and the bill for the second installment for worker’s compensation insurance as well. Supervisor Samantha Bouton asked the board for a motion to pay the two bills before vouchering.

(A) Motion to pay the NBT liability insurance renewal package before vouchering by Councilman Alan Reynolds, 2nd by Councilwoman Innes Kasanof, Councilman Eric Fronckowiak: aye, Supervisor Samantha Bouton: aye.
(B) Motion to pay the 2
nd Workers Compensation bill before vouchering by Councilwoman Innes Kasanof, 2nd by Councilman Eric Fronckowiak, Councilman Alan Reynolds: aye, Supervisor Samantha Bouton: aye.

Clerk’s ReportTransfer Station/Jan: 282.00, C/O Search: 25.00, Certified Transcript 10.00. The Town collected and disbursed $317.00 for the month of February.

Other: There will be a meeting Saturday March 2, 2024, at 9 am to review the proposed changes to the Land Use Code.

Executive Session: The Board entered Executive session at 6:56 p.m. and exited Executive Session at 7:12 p.m.

Present: Supervisor Samantha Bouton, Councilmembers Alan Reynolds, Innes Kasanof, Eric Fronckowiak, Judy DiBenedetto, Highway Superintendent Russell Bouton, Town Clerk Pattie Warfield, Deputy Clerk Ariel Bogert, Tax Collector Robin White. Public: Pattie Kelder, Warren Reynolds.

Call to order at 6:00 p.m. with the Pledge of Allegiance.

Oath of Office: Town Clerk Pattie Warfield administered the Oath of Office to Town Supervisor Samantha Bouton, Highway Superintendent Russell Bouton, Tax Collector Robin White, Councilman Alan Reynolds, and Councilwoman Innes Kasanof.

Planning Board: Motion to reappoint Nancy Reynolds to the Planning Board by Supervisor Samantha Bouton, 2nd by Councilwoman Innes Kasanof, Councilman Alan Reynolds: aye, Councilman Eric Fronckowiak: aye, Councilwoman Judy DiBenedetto: aye.

ZBA: Motion to appoint Sean Penchoff to the Zoning Board of Appeals by Councilwoman Innes Kasanof, 2nd by Councilwoman Judy DiBenedetto, Councilman Eric Fronckowiak: aye, Councilman Alan Reynolds: nay, Supervisor Samantha Bouton: aye.

Town Board Meetings: The regular Town Board meetings in January and February will be held at 6:00 p.m. on the fourth (4th) Monday of those months due to the Martin Luther King and President’s Day holidays.

2024 Town of Halcott Terms of Employment: Hourly employees who work less than 40 hours in a week may not receive overtime for that week.
