TOWN OF HALCOTT PLANNING BOARD
Meeting of February 14, 2018

Present:  Adina Johnson, Andrew Kelder, Mark Vogler, Sec. Nancy Reynolds
Absent:  Ted Johnson
Public:   Jennifer Bouton, Brian Grocholl, Ashton Grocholl

The February 7, 2018, meeting was rescheduled to February 14 due to a snow storm.

Vice-Chairman Adina Johnson called for the pledge to the flag at 6:00PM, then opened the Public Hearing at 6:05PM for the minor subdivision of lands of J. Bouton on Turk Hollow Road. The notices of the original and rescheduled meetings were read. One new parcel of 5.15 acres is proposed from a total of approximately 23.5 acres. There were no issues or questions. Vice Chairman Johnson closed the Public Hearing at 6:15PM. Motion to approve the subdivision was made by M. Vogler, seconded by A. Johnson, unanimously approved. Original survey and copies were signed and dated; part 2 of the EAF form was filled out and signed.

Vice Chairman Johnson opened the regular meeting at 6:20PM.

B & A Grocholl presented a preliminary survey of the property and proposed house they plan to build on the new lot that was created by the J. Bouton subdivision. They will complete required forms and apply for a site plan review after the maps have been filed and title to the property has been transferred to them.

Motion to accept the minutes of the 1/3/2018 meeting was made by A. Kelder, seconded by M. Vogler, unanimously approved. Reorganization: motion to reappoint Ted Johnson as Chairman was made by A. Johnson, seconded by A. Kelder. Motion to reappoint Adina Johnson as Vice Chairman was made by N. Reynolds, seconded by M. Vogler. Motion to reappoint N. Reynolds as Secretary was made by A. Johnson, seconded by A. Kelder.

All nominations were unanimously approved.

Happy Spring Halcott Gardeners…

Time to start planning for another season in our garden.
Want to start some seedlings for a spring fundraiser for the garden at the grange one lovely spring Saturday in May? Karen has extra seed to offer those interested or plant extra of whatever you may be interested in. Any and all contributions are welcome!! I will stop by Todd’s to see if they can help boost the offerings and also reach out to Hudson Valley Seed Co. who has supported us with donated seed packets in the past.
See garden membership info attached. I will forward seasonal applications shortly when they will also be posted on the town website. Let me know if you are interested in remaining in your last season location or are interested in more space or another local, raised bed or otwise. Alan, I promise filling your raised corner garden bed is the first order of business on my list once the snow melts ! There is a good compost pile in the front to pull from.
Alas, speaking of pulling, our darned fence has been pulled down in places from the heavy snows so that goes to the top of the list too, once again. Oh to have a proper fence….dreaming, dreaming….
Looking forward to seeing you all in the garden, once again!!
A little bluebird has told me we have two new gardeners this season, soon to be confirmed…any others??

Planning Board Minutes of January 3, 2018

Meeting of January 3, 2018

Present:  Chairman Ted Johnson, Adina Johnson, Andrew Kelder, Mark Vogler,
Sec. Nancy Reynolds

Public:   Jennifer Bouton, Marshall Bouton, Karen Rauter, Paul Tamaccio

Chairman Johnson opened the meeting at 6:05PM with the pledge to the flag.

Application and survey for a boundary line change between Marshall Bouton and Jennifer Bouton were reviewed.
The change, located on Turk Hollow Road, will add acreage to a corner piece of the J. Bouton property which
will allow for the piece to be subdivided off. Motion to approve the change was made by Mark Vogler,
seconded by Adina Johnson, unanimously approved.

Application for the above mentioned minor subdivision was made by J. Bouton. Survey maps and paperwork were
reviewed. Public hearing date was set for February7, 2018, at 6PM.

Discussions were started concerning a Tentrr.com site on the property of P. Tamaccio on Silas Lake Road.
That action would require a special use permit, as required by the land use code.

Mr. Tamaccio will contact CEO Mathiesen with his questions and the planning board will discuss concerns with
Nan Stolzenburg. The subject will be re-visited at a future meeting.

Motion to accept the minutes of the December 6, 2017 meeting was made by A. Johnson, seconded by M. Vogler,
unanimously approved.

Organizational Meeting Minutes 2018 January 8, 2018
Grange Hall, 7:15 pm

Present: Town Supervisor Alan White, Town Councilmembers Alan Reynolds, Judy DiBenedetto, Yukari Day, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield, Town Tax Collector Robin White, Town Justice Ken Williams. Absent: Town Councilwoman Innes Kasanof.

Meeting opened at 7:15 pm with the Pledge of Allegiance.

Town Justice Ken Williams administered the Oath of Office to Town Supervisor Alan White, Councilwoman Judy DiBenedetto, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield and Town Tax Collector Robin White.

Planning Board: Motion to re-appoint Adina Johnson to the Planning Board by Councilman Alan Reynolds, 2nd by Councilwoman Judy DiBenedetto, Councilwoman Yukari Day: aye, Supervisor Alan White: aye.

Zoning Board of Appeals: (A) Motion to re-appoint John Dobsa to the ZBA by Councilwoman Judy DiBenedetto, 2nd by Councilman Alan Reynolds, Councilwoman Yukari Day: aye, Supervisor Alan White: aye. (B) A vacancy on the ZBA was created when ZBA member Judy DiBenedetto was elected to the Town Board. Warren Reynolds has been an alternate for the ZBA. Motion to have Warren Reynolds fill the vacant seat on the ZBA by Councilwoman Yukari Day, 2nd by Councilwoman Judy DiBenedetto, Councilman Alan Reynolds: aye, Supervisor Alan White: aye. The ZBA will look for an alternate to replace the vacancy left by Warren Reynolds.

Shared Services: The Board discussed expanding shared services beyond what is currently utilized by the Highway Department, to cover vacant positions that are dificult to fill, and will form a committee to research additional shared service options for the Town.

Halcott Cemetery Maintenance: The Board would like to invite Mark Vogler to a future Board meeting to discuss concerns about the condition of some headstones at the local cemeteries, and the possibility of some kind of repair work which could be done to save them.

Senior Citizen Exemption: The Town has been using a flat income exemption while Greene County uses a sliding scale income exemption. Supervisor White opened a discussion as to whether the Town should adopt the Greene County exemption or stay as we are. The Board will contemplate the choice and revisit at the next meeting.

Highway Superintendent: The Highway Superintendent has permission to spend $2,500.00 before informing the Board. He must seek approval of the Town Supervisor for unbudgeted expenses over $2,500.00.
