Regular Town Board Meeting Minutes – Halcott Grange
August 17, 2026, 6:00pm

Present: Town Supervisor Samantha Wickham, Council members Alan Reynolds, Greg DiBenedetto, Eric Fronckowiak, Innes Kasanof, Town Clerk Patricia Warfield, Deputy Clerk Ariel Bogert Absent: Highway Superintendent Russell Bouton. Public: Zach Golden

Call to order at 6:00 pm with the Pledge of Allegiance.

Approval of the minutes of the July 20, 2026, meeting: Motion to approve by Councilwoman Innes Kasanof, 2nd by Councilman Greg DiBenedetto, Councilman Eric Fronckowiak: aye, Councilman Alan Reynolds: aye, Supervisor Samantha Wickham: aye,

Highway Superintendent’s Report, presented by Councilman Alan Reynolds: (A) Mowing has been taking place while Highway Superintendent Bouton is out of town. (B) The board continued discussing the closure of the Turkey Ridge Rd. by-pass by a property owner and whether the town still owns the road or has it been abandoned by the town. If it does not, the property would revert to the original owner. Additional research is needed before a decision can be made. (C) The Town has approximately $15,000–$17,000 in remaining CHIPS funds. Highway Superintendent Russell Bouton would like to rent a brush machine for road cleanup, an expense eligible for CHIPS reimbursement.

Voucher vote: General Abstract #G0826 – vouchers 93 – 97 = $554.89. Highway Abstract #H0826 – vouchers 98 – 101 = $6,752.96. Motion to pay bills by Councilman Eric Fronckowiak, 2nd by Councilwoman Innes Kasanof, Councilman Alan Reynolds: aye, Councilman Eric Fronckowiak: aye, Supervisor Samantha Wickham: aye.

Budget Officer’s Report: (A) Town Supervisor Samantha Wickham presented the monthly finance report for July.

Clerk’s Report: Building Permits/2: 1 @ 340.00, 1 @ 100.00, Certificate of Occupancy Search: 1 @ 25.00, Transfer Station/Garbage: July, 504.00. The Town collected and disbursed 974.00 for the month of July.

Public: Zach Golden introduced himself to the board and explained that he plans to produce and direct a low-budget zombie film, with scenes filmed in Halcott on County Route 3 and Johnson Hollow Road. He described the project as a “labor of love” and said locals would participate as crew members and actors. Traffic will need to be regulated during certain scenes to protect the cast and crew. Filming dates will be shared by email through Town Supervisor Samantha Bouton.
